本書對政府介入經濟活動的原因、理論依據及其影響，以及政府干預是否妥適等問題加以探討，供公共經濟學相關課程及有興趣於此領域的社會人士參考。
近三十年來，政府管制及經營公營事業的典範逐漸在台灣社會裡退卻，取而代之的是自由化的思想。雖然如此，政府在經濟社會中所扮演的角色卻日趨複雜。本書從「公共經濟學理論」出發，除涵蓋近代公共經濟學的理論部分，又在第二篇「公共經濟學專題」中以民間參與公共建設、民營化、醫療保健、退休金、老人問題、教育、環境及公司治理等八大重要議題，再以全球各主要經濟體發展經驗對應當前台灣發展，以簡短、淺顯的方式說明公共經濟學重要概念，及當前國際和台灣經濟體系運行的方式，並據此說明諸多經濟現象背後的經濟思維。
