在經貿活動國際化、自由化的潮流下，我國政府為厚植產業競爭力，於民國九十一年核定「活動2008：國家發展重點計畫」，並將「自由貿易港區」之設置列入發展重點之一。而我國行政院財經小組擬於國際港口或機場內及鄰近區域劃設一區域免除關稅、營業稅的課徵，使自由貿易港區內之貨物及商務活動可自由流通，並以廠商高度自主管以使政府行政管制低度化，其設立之主要目的在延伸我國發展全球貿易中心的經營模式，期能活絡港口、機場相關範圍營運效益，降低廠商生產成本，吸引廠商投資，鬆綁現行轉口、加工再出口管制作業，促進我國高附加價值貿易發展
