戰後香港，中西與國共勢力匯聚，港英尊重法治及自由之餘，因事制宜，因勢利導，一度使香港成為多種族群、思想與制度混雜並存而開花結果之地。可惜除了零星研究項目之外，梳理史實、汲取教訓的功夫做得不足，以致本地學者常有建立香港研究之呼籲（洪清田謂之「香港學」）。文化政策方面，過去港英政府在戰後由於享受世界長期經濟增長的成果，兼且是來自境外而又有管治年限的殖民專政，故此只需行政技術穩當，能夠應付短期的市民需求即可，無必要整理出一套總體文化政策，留存後世參考，其道理就正如港英政府毋須整理出一套具備學理的工業政策、旅遊政策、教育政策、青年政策或房屋政策。政治學理遺產之空白，令香港在回歸之後，政府面臨空前考驗。行文之際，觀乎回歸十年以來政府的種種失策與失措，空白的政治學理遺產，正是特區政府的致命傷，整個政府猶如一套不能自我陳述道理的自動化機器。筆者有幸涉政十年，撰寫本書，亦在於補前人空白，資後人參考。
