The first 40 pages are quite an enjoyable read: no need to say that Musil's way of writing and describing emotions, feelings, thought is extremely good.
The atmospheres echo Schnitzler's milleuropean ambiance (not surprisingly) but with a taste for describing the inconcious feelings that sometimes lead to what some could define boring (sorry to say that) series of pages on a second-by-second description of the changes in the feelings of the protagonist.
This is an early work of Musil's (I understand it was published when he was 22) and this is probably a justification.
