This book was the starting reference material in a broadening course about cultural policies and community. It serves as an introduction of the course by defining the scope of the course. It is easy to read and contains enough information to get me thinking. However, it may be out of date - it was published more than twenty years ago - and may not cover the current situation in Hong Kong.
