Pagcor converts 13 temporary maritime licenses to full licenses

According to a review by GGRAsia of data published by the Philippines' gaming regulator Pagcor, the Philippines' entertainment game company (Pagcor) has converted 13 provisional "Internet Game License" (IGL) licenses to full ones.

The authorization was issued by Pagcor's Offshore Gaming Licensing Department, in accordance with an undated regulatory documentation that GGRAsia reported and compared to its previous list. An additional nine companies on the latest list are on the "temporary license" list, but one of them is subject to an "approved voluntary suspension."

Switching from 13 of the 23 temporary permit listings brought the list of IGL permit holders who can offer games to customers abroad under the system to 40. One provisional permit holder, Junyuan Technology, who was on the 23-strong permit list, had his permit revoked after Philippine authorities raided the site in March.

Pagcor's board approved new regulations on overseas game operators, now referred to as IGL initials, in July last year.

Previous regulatory regimes for offshore game operators referred to "Philippines offshore game operators" or POGO.

Regulators have previously said some proclamation license holders have made the sector less reputable due to factors such as tax avoidance, illegal employment and failure to pay proper fees.

In Pagco's first-quarter earnings release late last month, regulators said its overseas gaming business was just $869.9 million ($14.8 million), or 3.9% of quarterly revenue from the gaming business, which had reached $22.29 billion.
